The most effective, next generation impact resistant/ballistic glass must be layered according to listed properties. Resistance is all radial in each, while they also have concentrated qualities as listed.
The thickness gauges are for civilian vehicles at 10 mm in total. For civilian homes and for military use 15 mm, 25.4 mm (1 inch) or 35 mm is standard. For those gauges, multiply the listed items by 1.5, 2.54 or 3.5 respectively.
Scratch resistance - Siloxane sheet (0.5 mm)
Planar dispersal - Nylon sheet (1 mm)
Co-linear compression - Plexiglass (medium de-formation strength) (7 mm)

Plexiglass is about 3.5 times more flexible than glass and 15 times more shatter resistant. Please audit those two 'facts'. The combination is superior to standard glass armour cladding.
15 mm glass cladding will resist an M16 bullet fired from the corresponding weapon at 1 m. Test that in lab conditions to gauge the strength of the claim. Naturally, increase gauge for more resistive force.
