All computer devices should be enabled with the capability for exclusively one device login per session. For Remote Desktop it should be still one login, with access control entailing a DMZ for multi-port management.
Under this schema, password permission is still required with 3-factor authentication. Those three passwords are as follows.
Device IP Address or alias such as strong BIOS password. (BIOS passwords are best stored steganographically among other text, in email, as cryptic clues which logically form the password.)

With that network architecture schema, network should not be possible except via coercion. The user cannot even be subject to telnet exploitation. It is effectively unavailable according to the network model.
