When governments wish to engage citizens or residents and when businesses wish to engage customers they should all use a free Gmail address for the contact. Google is preferred over Microsoft in favour of its Google Apps which are more accessible than those of Microsoft, including telecommunications technologies.
The federal or central governments could create a one time television, newspaper or other media campaign, to gain an opt in response from the public to collect their currently preferred Gmail address. The members of the public could then nominate on the government website database whether they would like existing or new business contacts to gain access to their email address for commercial and not for profit contact purposes.
Emails may contain any mix of multimedia and surveys for future contact, including campaigns and census as well as many other database media and applications, hosted on the sender’s website and populated to a Chrome browser thin client (application side).
