All computers are electromagnetic in their operation. To take the value of the relativistic computers - all current computers - to exclusively quantum performance they must be inductive rather capacitive in the logic and power control components.
The computer must be hardwired or programmed to only exploit the inductors and mini-transformers or power transformers rather than resistors. Transformers will be best configured by a pair of differenetially rated inductors. Placing a metal, other solid or comparable core into the solenoid increases permitivity. That makes it resistive or capacitive. The most efficient transformers will
be coreless. The ambient atmosphere or ambient environment will be the only core material.
The inductors work with low wavelength. In a quantum engineering environment, the necessary power component must be direct current. That is the only current. Alternating electrical flux is voltage. Voltage follows voltage, orthogonally and current follows current, orthogonally. The configuration delivers quantum circuitry.
No special cooling let alone supercooling or superconducting is required. No semiconductor substrate is a necessary component either.
