All computers are electromagnetic in their operation. To take the value of the relativistic computers - all current computers - to exclusively quantum performance they must be inductive rather capacitive in the logic and power control components.
To achieve this all RLC circuits in the CPU and the remaining integrated circuitry must be high frequency filtered to render the capacitors short circuits in the computer. That will pass only voltage for frequencies of above UHF.
No special cooling let alone supercooling or superconducting is required. In the following updates of the technology, no semiconductor substrate will be a necessary component either.
