Terms of Reference
Refer to the post, Terms of Use Agreement Xerqon Technologies, WIX Blog 2025, for early, legal due diligence.
(1) For all government services linking natural persons to each other and to organisations which do the same, a Persons Identification Code (PIC) is proposed.
(2) The PIC is database technology and begins with an alphanumeric primary key for all national persons and companies, including all residents and shorter term visitors.
(3) The rest is to compile a schema to contain all the constant information such as name, address, date of birth or incorporation etc.
(4) A remainder would be to include movement of this data collected from government and commercial, subsidiary databases.
(5) The further to the federal hub of government, the less keyboard data entry is required. It would be populated from the subsidiaries.
Example 1 - Tax Monitoring - Government Metadata
If all earner are paying their taxes, they can be tracked internationally no matter where they earn, even as ex-patriots or as permanent emigrants. If banks are included in this database initiative, then they can be the monitor and reporter of Value Added Tax (VAT) collection and of the full transactional value.
Example 2 - Logistics / Channel Management
One of the premium examples of what can be achieved is full mail/channel management privacy - i.e. no names and addresses printed on the envelopes/packaging.
